Domain Governance Baseline v1.0
Chetcuti, B. (2026). Domain Governance Baseline (Version 1.0). https://baseline.bryanchetcuti.com/
CITATION.cff carries the same version and preferred citation.
A stable citation point for a deliberately small governance artefact.
Domain Governance Baseline v1.0 establishes the current ten questions as the canonical baseline. The artefact can iterate through evidence from real use without becoming another assessment platform, maturity model or expanding resource programme.
The preferred citation identifies the author, artefact and stable major/minor version.

The source repository is public so the Baseline's implementation, version history, citation metadata and stewardship decisions can be independently inspected.
Anyone may inspect, fork and propose changes. Canonical changes remain subject to stewardship and versioning principles; public visibility does not turn the Baseline into an open-ended product roadmap.
Unless otherwise noted, the written content, canonical questions, practical guidance and portable starter records are available under Creative Commons Attribution 4.0 International (CC BY 4.0).
Organisations and practitioners may share and adapt the authored governance material, including for organisational and commercial use, with appropriate attribution and an indication of changes.

The ten questions are canonical for the v1 line. Supporting material can improve without making citations unstable.
Clarification, correction or improvement that does not materially change the substance of the ten canonical questions.
Considered only if a canonical question is added, removed or materially reframed.
