Domain Governance Baseline v1.0 establishes the current ten questions as the canonical baseline. The artefact can iterate through evidence from real use without becoming another assessment platform, maturity model or expanding resource programme.
The preferred citation identifies the author, artefact and stable major/minor version.

The source repository is public so the Baseline's implementation, version history, citation metadata and stewardship decisions can be independently inspected.
